The Student Start-up Loan aims to help for the upfront cost of study for eligible higher education students and Relocation Scholarship is an annual payment to help certain students in higher education who are required to live away from their family home while studying. The new Student Start-up Loan From 1 January 2016, the Student Start-up Loan will replace the Student Start-up Scholarship and will be available to new student payment recipients (Youth Allowance (student), Austudy or ABSTUDY Living Allowance) undertaking higher education. It will be a voluntary income-contingent loan which students will be able to apply for to help with the costs of study. The Loan will be paid via a maximum of twice per year, generally at the beginning of each semester. Each Loan payment will be valued at $1,025 (to be indexed from 1 January 2017). Students will be required to repay the Loan once their income exceeds the minimum repayment threshold, currently at $54,126 for 2015-16. Payment arrangements will be managed by the Australian Taxation Office in the same manner as the Higher Education Loan Programme (HELP) debts. Repayment of the Loan will be delayed until after any HELP debt is completely repaid. Note: students who have previously received a Student Start-up Scholarship or Commonwealth Education Costs Scholarship and remained continuously in receipt of student payments, will continue to receive the Student Start-up Scholarship as a grant until coming off student payments.   • Eligibility

    To be eligible for the Student Start-up Loan you must:

    • be studying full time in an approved scholarship course delivered by an approved higher education provider, and
    • be receiving at least $1 of Youth Allowance (Student) basic benefit, $1 of Austudy basic benefit or $1 of ABSTUDY Living Allowance in the fortnight in which the loan is payable, and
    • start full time study within 35 days of qualifying for the loan, or
    • continue to undertake full time study for at least 35 days after qualifying for the loan

    If your student payment rate has been assessed at zero and you only receive Pharmaceutical Allowance and/or Rent Assistance, you will not be eligible for the scholarship.

    If you receive or qualify for the Commonwealth Education Costs Scholarship administered by the Department of Education or a Student Start-up Scholarship paid by the Department of Veterans’ Affairs you will not qualify for this payment.

    You may be eligible for the Relocation Scholarship if you are:

    • studying full time in an approved scholarship course, and
    • receiving at least $1 of Youth Allowance (student) basic benefit or $1 of ABSTUDY Living Allowance in the fortnight in which the scholarship is payable, and
    • a dependent person who has to live away from home to study or
    • meet specific scholarship independence criteria, and
    • starting full time study within 35 days of qualifying for the scholarship, or
    • undertaking full time study for at least 35 days after qualifying for the scholarship

    It is important that you update your family home address and education campus details at the beginning of each calendar year so we can assess your eligibility for Relocation Scholarship. You can update your details using your Centrelink online account[4].

    You will not be eligible for the scholarship if you are from a city area and are undertaking full time study at a higher education institution in a city area. This includes where you move from one city to another.

    You will not be eligible for the scholarship if you only receive Pharmaceutical Allowance and/or Rent Assistance because your student payment rate is zero.

    If you receive or qualify for a Commonwealth Accommodation Scholarship administered by the Department of Education or a Relocation Scholarship paid by the Department of Veterans’ Affairs, you will not qualify for this payment.

    You will no longer be paid the Relocation Scholarship once you turn 25, or if you stop doing the course you started before you turned 25, whichever is later.

     

The federal government provides loan assistance to students in receipt of a student income support payment through Centrelink (Youth Allowance, ABSTUDY, Austudy).
